Introduction to the Google (Adwords) Ad Auction by Hal Varian

At 3’50’’:

“A high quality landing page should have relevant, original content, be easily navigable with quick load times and minimum pop-ups and pop-unders and be transparent about the nature of your business, how it interacts with the visitor’s computer, and how you intend to use the visitor’s personal information.”

Interesting. Wondering just how they quantify that transparency.  Is it an on-off switch i.e. do they just check the availability of a privacy/terms of use page?
